in a mathematical sense, it means the value of the quantity on the left of the arrow is less than the quantity of the item on the right. using 2 arrows mean is MUCH LESS, the two quantities are nowhere close to being equal.

but that is without the &quot;dot&quot;. if this was in a blog or email, then it is more likely an &quot;emoticon&quot; something like a smiley face :)
