She obviously isn't referring to punctuation as in periods, commas, etc. Googling "punctuation charters" only gets one hit, http://www.fly-fishing-videos.com/tags/t... . If you follow the link to http://www.fly-fishing-videos.com/tarpon... it refers to "period charters", so it sounds like a bad Google or Babel Fish translation. Period charters are charters of fixed duration, like a short term lease.
