What does "ABC On-Off" mean?

I was in Williamsburg, Virginia recently and I saw food establishments that said "ABC On-Off." My husband and I couldn't figure out what that meant. I'm originally from the Philadelphia area and we don't have such a thing. I searched for the meaning via Google but couldn't come up with any answers. Could someone help me out? Thanks!
