  1. It means the Charlie doesnt surf but he swims.


  2. It's from Apocalypse Now.  The commanduing officer, Kilgore, wants to surf, and their is a location that is perfect for surfing, but it's controlled by the VC.  And his respose is......"Charlie don't surf".  so they attack the enemy so they can surf.
