It means 'like you?' (in question form)...'how are you like?' This is asking for a description.

If it's not in question form, then you are saying to the person, 'As you are' or 'like you'.

It cannot mean how are you because it is grammatically different...how are you is ¿Cómo está usted? or ¿Cómo estás?

It doesn't mean "How are you" it is used to ask the description of a person. Should be "What's the way you are?"
