What does "a regionally accredited institution of higher learning" mean?

What makes a college or university a place of regionally accredited institution of higher learning? Would the multiple University of California campuses count?

In order for college credits to be easily transferrable between colleges they must meet and maintain accreditation standards.  If they fail to do this, and you attend that college, you may have a difficult or impossible time getting those credits counted at other colleges
