What does "all is fair in love and war" mean?

when you are in love with someone but their is another person who is also in love with the same person and you guys are doing things to win that perons heart sorta like a war

that in those two things anything is fair game, if you're in love with someone, you can do anything to win them, if you're at war, you can do anything to win

I think it means that when you are in love or in a war, anything goes. There are no restrictions saying what you can and cannot do. Everything is fair and nothing is set in stone, is basically what it means to me.

OR

To me it also means, love can be compared to war. In love you are always fighting to win someones love over, so just go for it and dont hold back.
