  2. The "information" is the States document setting out what the defendant is charged with.

    The State is asking the court to allow them to change that document - typically by adding new charges. The request asking to be allowed to do so is called a "motion to amend information".

    The motion itself is just the request. To support their claim that they have the right to do so they attach to it a document setting out "why" they want to, and what the legal basis is for their request - a "brief".

    So a "Brief to support States motion to amend information" is a paper saying why they should be allowed to change what the defendant is charged with.
