What does "cancelled" mean on property tax record?

I am interested in buying a property and looked at the county's property record on its web site and it showed 2007/06 property tax as "cancelled", what does that mean? It is usually "paid" or "unpaid".

Does cancelled mean the city could put a lien on the property when there is a new owner?
