  1. I'm assuming you're referring to Emergency Medical Technician. If so, what it means is that if one state (or province) has a reciprocity agreement with another, it may accept the license, certification/credentials of an EMT from another state provided proper application is made and accepted.

    If you live in New Jersey and want to work as an EMT in New York, for instance, you would complete a New York reciprocity application.
