What does "love to hate" mean?

what does it mean when someone says "he's someone she loves to hate" ? does it suggest that personA doesnt really hate personB, but just feels a friendly competitiveness towards them?

You would love to hate something you can't, say for example you have a really cute dog who messes up your room, you get angry but then he looks at you and you can't be angry because he is too cute. You would love to hate him but you can't.

It means that the person is more of a "villain" that others love to hate..... For example, if you have ever watched a movie or tv show with a character that is the "bad guy"... Pple who watch may actually love seeing this character just to see what bad things he will do next... Therby.. "Love to Hate" them..
