What does "make it rain" mean

The title states my question.

There was a guy I used to work with and he raps, I never said he rapped well, and he came into the store tonight. I was cashing him out with his mom standing right there (he's 22) and he said that if I ever broke up with my boyfriend to let him know because he'd take me out and "let it rain" or something like "make it rain". I told him that I didn't like rain, he laughed and said he takes that as a yes.

A friend at work told me that make it rain has to do with having a lot of money, the kid works at a bank as a teller so I don't think it has anything to do with money.

So what does make it rain mean?

I guess I'm not up to date with slang, any phrases I should know?
