On tour means promoting themselves across the country, continent, or world...If they are an artist, they are preforming, going to events, meeting people, doing those special "meet the band/artist" things. If they are any other kind of celebrity, they are also traveling, and they are attending charity events, other business events, meeting important people, doing signings, promoting albums, making advertisements, etc. On tour basically means trying to get more popular by going around and socializing or performing.
