What does "parting the blind" mean ?

Unsure, but at the window of a house, there could be widow blind.  Someone, wishing to look out of closed blinds, would peep between two slats of blind, making a space through which to look.  This is the only meaning of 'parting the blind' that I know of, and without knowing the context of the phrase I can only offer this.

I have never heard this as a phrase before, but a "blind" can be a type of covering for a window.  These are slats of material that can be moved into position to block the window, and then can be moved to a different position to allow light to go through the window.  "Parting the blind" would be the act of opening or moving the slats in a way that allows light to go through the window, at least partially.

    The link below shows a picture of vertical blinds.  These would be the types that would be parted.  Horizontal blinds are usually raised or lowered, not parted.
