What does "people with moderate means" mean?

As in question. Is it a polite way to indicate the poor? or it really means typical middle class?

  1. more middle class than poor


  2. It means they are not rich, and not terribly poor.  They probably struggle, but not quite middle class, as they are considered to be pretty comfortable.  I wouldn't say quite poor, either, but lower middle class.

  3. It is a polite way to indicate people who have to watch their pennies, who can't afford luxuries.
