  3. Poetic form is like a template for a particular structured poem.  There are many different structures as well as devices such as: metaphor, alliteration, rhyme scheme, meter, etc... that make up a poetic form.

For example, a sonnet is 14 lines long, a haiku is 5-7-5 syllables, a couplet is two lines, typically in iambic pentameter, a sestina rotates the six ending words in a certain order in each of six 6 line stanzas followed by a final three line stanza with a special order for those same six words, etc. etc., etc.
