What does "sticky content" mean on message boards?

Question

Does the message board web-site place a cookie on users computer? what specific information can be obtained from the user's computer? how much info is available to the owner of the cookie? are there ethical issues that are sometimes ignored from this or other cookie-type precedures?? i hope i dont sound like an idiot,, lol,, cause here i am,, lol,, thanks for any help,,
