What does "suspended from end date" mean on your driving record.?

My license was suspended 3 years ago and it says on my MVR that it's suspended from end date. What does that mean? When I call them they tell me that it's suspended until the end of the period is up. The period was up 3 months ago according to the date of when it was suspended and the time period of 3 years stated on my MVR. Still when I go to the DMV they will not give me my license back or explain in layman's terms what I need to do to get my license back.

How is works is once the suspension is paid that is the "end date"  the time starts at that point.  However in some situations the time is backdated and starts and ends at the end date.  Meaning the suspension time is up at the end date.  Its very confusing and I worked for DMV for 5 years.  It took at least 1 1/2 years before I fully understood it.  Each suspension is different from License to registration to insurance lapse then you get into alcohol related....AAAHHHH
