What does "the maximum number of secrets that may be stored on a single system have been reached"

i think i downloaded a virus and it brings popups everywhere i go and when i try to system restore all i get is that error does anyone know what to do? any help is appreciated i googled it and couldnt find anything.

Try to clean your PC first.
