What does "transfer parent child relationship" mean?

Under the "suits filed" section in the newspaper it says a persons name and then says that.. here's how it's written... "In re vs. John Doe, et al, Transfer Parent Child Relationship."

Does anyone know what that means?

Possibly a person transferring their parental rights to another, as in guardianship of the child. That is my best guess.

It means they are severing the paternity of someone so that someone else can adopt.
