What does "udesirable alien" mean? And who can become one?

The ones that come here and work harder, faster and cheaper, and don't have a criminal record to dig up and talk about. They are considered undesirable because nobody can point a finger at them besides the fact that they are aliens and they make non-aliens look lazy and slow.

You can become one by doing what MOST do on a daily basis, and that's work hard, pay taxes and support the country.

The undesirable illegal aliens are the ones that are just that, they came illegally. They probably couldn't get in legally because they have nothing to offer for the progress of the country they choose to enter.
