It means 'you are so cute'. mono as a noun could also mean monkey, but in this case it is the adjective so means cute.

It is using the polite form of  'you' in spanish'. to a friend it would be.. '(tu) eres tan mono'. That might be different in some countries of latin america though.

the actual translation "You're a doll" could work, since it is figurative, but giving that translation blew it for you.
