  1. If you can't, you don't need a license and need to be declared blind.

  2. I had a hunch, and followed it, & learned that "Two scales are used to report on air pollution levels.  The Air Quality Index (AQI) and the Visibility Standard Index (VSI) reflect actual air quality conditions..."

  3. by saying reduced visibility they are telliing you that there is an issue with either weather or smoke. Weather could be fog, snow, sleet ect.. it's something you need to watch out for because if it is fog the visibility can drop to nothing due to a very big swing in weather.

i.e.  slow down, be careful..  i can't see a mile either..

  4. In the UK reduced visibility means less than 400 yds on Motorways and less than 200 yds on other roads, that is when it is compulsory to use headlights and the use of fog lights (front and rear is permitted

  5. It means that conditions such as fog or mist or rain or sleet or snow has reduced the ability to see very far ahead.

Not able to be visible, seen.
