    If you couldn't pay your mortgage or rent, yet you bought a diamond tiara, you would be said to "splurge" on the tiara.

    Splurge can also be used to describe an unusual use of money out of character for a person.

    Some known for their thrifty money habits might be considered  splurging to go out to dinner  when there's food at home.
