  1. It our federal system of government there are multiple layers of government and law.  The Congress in Washington makes federal law, the President is responsible for carrying out this law and the Supreme Court and lower level federal courts handle issues related to these laws.

    Each of the 50 states of the United States have their own legislative, executive, and judicial branches.  Each state has their own set of state laws.  These laws basically cover any areas not specifically covered by the federal laws as dictated by the US Constitution.

    Within the states, local cities, town, and counties also make their own local laws to cover local issues.
