What does the blue strip with the 'circle of stars' and the 'D' on car license plates mean?

If the 'circle of stars' is a ring of 12 gold stars on a blue background; then that is the European Union Flag. The letter tells you which country the car is registered in. In this case Germany ('D' stands for 'Deutschland').
