  1. Although yo are always head over heels, it refers to the giddy, tumbling sensation one gets when in love, as though you are spinning about

  3. It means that someone is very happy or excited about something. I am guessing that it came from an act long ago that occured when a guy had been given confirmation that his girl liked him. He did a "backflip", in which his head went backwards and down "over his heels" before he "pushed off" the ground to complete the "flip".
