  1. Depends on whose point of view you are trying to comprehend.  

    Generally, it is accepted that the base (material/concrete reality) gives rise to and supports the superstructure (ideational/ideological culture).

    For example, economic dependence on oil and desire to develop a military presence in the Middle East, gives rise to the mass hallucination of WMDs wherever oil can be got.
