  1. coucou, with cou written twice is the cuckoo bird It is onomatopoetic.

    cou written once means  the neck.


  2. As the other answers say it is "cuckoo". However, when I chatted with french-speaking people they often used "coucou" as a salutation, like "Hi" or "Hello". In fact, in German we do this too sometimes ("Kuckuck!") when we talk to children or to someone we want to tease.
