  1. Usually the government should compete with the private sector in non profit areas, that don't attract private investments. This is the theory by many times this is not the way it works, some other political reasons interfere on those decisions as the need to win elections.


  2. Human resources.  Federal jobs have great benefits, competitive pay, and, if you 've been in a Fed job for 1-2 years (after probationary period) it practically takes an Act of Congress to get you fired.

  3. boileret is correct the rest of the time they just spend OUR MONEY and make contracts with the private sector
