  1. It says "life/death" and "wisdom."

  2. The word up near the neck is 生死 ("seishi"). This is a combination of the character for "life" (生)and the character for "death" (死), so it means "life or death" or "fate".

The other one is harder to read but I'm pretty sure that it's the word "chie"(智慧). "Chie" means "wisdom", "intelligence", etc. It is usually written as 知恵. The characters used in the tattoo (智 and 慧) are older versions of 知 and 恵. They are not considered to be standard characters anymore.
