Laws vary by location.   Ask  an LEO where you are at.    Common sense would indicate an inexperienced driver need not operate a vehicle they have no experience in without close supervision.

Well first of all if would be helpful that they have a drivers license of some sort and have also some practice time with this vehicle and know how to control it and as for the rest, do as stated above contact your local (DMV) office and speak with them...
