opposition is never IN government and hencethey can do nothing IN goverment. opposition is ALWAYS out of government. and some one who is out of government can do nothing IN government .

They act as the shadow government, watching what the majority does and reporting anything that may seem fishy to the public.  They keep in check of what goes on.

Very simple, without opposition, government can do anything they want....we also can say opposition actually "help us" monitor every single movement of government and expose to us those unnecessary things carry out by government which is do not benefit the public.
