What does the percentage mean with the weather forecast?

i.e. if the forecast says 30% chance of rain, what does that mean?

It means that 30% of the forecast area will experience rain during the forecast period.

its the same as saying every 10 days like this we will get 3 days that it rains. Just a ratio of the likliness of rain in your forecast. 0% is no chance of rain 100% means that it most surely will rain

Exactly what the above person said. If these exact weather conditions occured on ten days, it would rain on three of those days. This is a very simple statistical concept but some people don't get it. Just watch - someone is going to thumb me down.
