What does the phrase "Cause the Government to Fall" mean?

I've been watching a British TV show MI5:Spooks. A phrase they seem to use almost every other week is this or that will "Cause the Government to Fall" or "Cause the Fall of the Government".

What does that phrase mean? Is it a true revolution with riots and anarchy or just some kind of forced vote for a change in the ruling political party, like a government wide vote of no confidence or impeachment?

If this is a standardized political process does its meaning vary greatly from country to country?

  1. The country will disintegrate or ruined and the people will go to the dogs.


  2. Coup or destruction of a part of government or damning evidence which could cause citizens to replace it. A similar phrase ''will bring America to it's knees is in use there. There is this to consider which is the places most often attacked like airports and malls can be dispensed with. The Gov can can demolish them. Another point something which will cause corporations to fall has not so much mention. There is classic fiction about a villain running a conquering corporation . Like to see it again. That said yes the implication is it would mean Reveloution  and all that entails. The Fall Of Rome is another example which means other forces took it over.
