The stuff you refer to is known as attic insulation, probably made by Pink Panther, the largest manufacturer of the stuff. It helps hold hot air in during the winter and keep hot air out during the summer. Without it the electricity costs would rise quickly.

The 'fluffy stuff' is insulation, it slows the movement of heat, in both directions, effectively keeping the heat were it is.

So if the air in the attic is hotter than the air beneath, the insulation will (almost) stop the heat from descending into the house (keeping it cool in summer).

And if the air is hotter in the attic, then the insulation will keep it there, meaning that less heat is lost to outside.  (keeping it warm in winter).

Insulation could be a bad thing though, if your house is too cold, then the insulation would stop the heat from getting in and warming it to the right temperature.  (and vis versa).
