  1. I think it eludes to the idea that any one thing out of balance with the rest creates disorder. This can be applied to your own life - such as using things in moderation, including practices and behaviors. Or it can be applied to societal measures, such as dissident factions, etc.


  2. It means "don't overdo it."  We have another similar saying:  too much of a good thing.  And that usually means it's no longer such a good thing.  Alcohol is great, but too much makes us drunk and careless.  Food is great, but too much makes us sick, and eventually obese.  And so on.  A good piece of advice, and like a lot of advice, sometimes hard to follow.
