What does the ratio at the bottom of a pokemon card mean?

What does the ratio at the bottom-right corner of a pokemon card signify? And does it have anything to do with how rare it is? For example, my rare base set Zapdos has a number of 16/102. What does this number mean?

it  means how many hit points it has!

it means there are 102 cards in the set, and that it is number 16 in that set.
