It means that the bird doesn't wait around to be asked a question.  it shares what it has freely.  For a human this would be knowledge or opinions.

A bird is gifted by God to sing a song, that's a trade mark of a bird. Its song can entertain or brightens our day. When a birds used to sing kinda sounds that life is beautiful and it makes our day right.
