  2. In pertinent part, the design for the statue, originally submitted by Auguste Bartholdi to the United States Patent Office on February 18, 1879 as a specification forming part of "Design No 11,023" (application filed January 2, 1879), described the statue's head as follows:

    "The head with its classical, yet severe and calm, features, is surmounted by a crown or diadem, from which radiate divergingly seven rays, tapering from the crown, and representing a halo..."

    Since its construction, the symbolism of the Statue of Liberty has been the source of scholarship and debate.

    It is generally accepted that the 7 rays of her diadem (crown) symbolize the 7 Oceans of the World.  In addition to the 7 Oceans of the World, today, the 7 rays of her diadem are also often said to symbolize the 7 Continents of the World.
