  1. it means to be responsive and not reactive when you're playing. play with a conscious and not out of feeling or emotion (which will cause an addiction). you want to win without being paranoid and killing someone whose in your way for you to pick up your jackpot. you want to lose without killing yourself by jumping off the building or taking things out on others.

  2. It means what it says Because the lottery is a type of gambling and it can becme very addicting

  3. this statement is referring to people with gambling problems, there are some people out there who are dangerously addicted to gambling and the spend all their money and time on it like an alcoholic or a drug addict, like on beer commercials when it says please enjoy responsibly, which means don't get super drunk then drive.

  4. It means don't bet more than you can handle and get in over your head. Simply put gambling may be addictive to some people.

  5.   Ya.. Responsibly.. Don't drop the baby's food and diaper money on the states gambling problem. Not to mention the rent money.. or for sure don't get a second morgage on your house trying to "HIT" this thing...

  6. It is a weird American cultural thing, and as a foreigner I've always found it to be a little patronizing, pointless and nonsensical.

It's like the 'drink responsibly' messages in beer and liquor commercials.  I mean beer isn't that good for you, hard liquor has very few redeeming qualities, and let's face it after drinking just three or four of these drinks you are not legally allowed to operate a vehicle.  So if you really analyze it, it's hard to drink all that responsibly, and if you did, where would the fun be?

As for gambling, the term is used there to indicate that you should play within your means.  Don't bet more than you can comfortably afford to lose.

But again the expression is pretty meaningless.  Let's face facts, how many people have been prevented from alcoholism or becoming a gambling addict by putting this verbiage on the ads?  None.  No one pays any attention to it.

So basically it's just a total nonsense, that's almost just a tradition in America.  Like writing I.D. with periods in it, when none are necessary (identification is just one word after all).
