Well, it's a gimmick - they show some movie stars and describe them as "characters", such as House, and who else, I don't remember, the Law & Order folks?  Anyway, they show these "characters" then show a couple of regular people like you and me, doing something "with character", then at the end say "characters welcome", implying that we, you and I, the viewers, are just as colorful and "character-ful" as these famous movie stars, which is a stroke to our ego.

It makes us feel vaguely like these "character" people like these movie stars, so the idea is we'll watch that channel for further ego strokes.
