  1. Its a fail safe against a federal government taking control through "Implied Powers".  It was specifically designed to ensure state sovereinty.  

    To me it means that unless we, being the people, have expressly stated that we want the Fed to take care of something, it is none of their business and should stay the h**l out.

    the 1,2,4,&10 amendements are the most trampled on in the bill of rights.


  2. Means exactly what it says. The People gave power to the Federal government, they can take it back anytime. Any powers not given to the F.G. belong to the States, and the People therein.  So if the Constitution does not expressly give the said power to the government, they retain it for themselves.
