What does the term mkt perform mean when looking at a stock

This term is similar to "hold".  Personally, I think it is kind of a weak recommendation since it doesn't really tell you what to do.

The idea is that the analyst thinks the stock will do pretty much what the market will do.  If the market goes up, so will the stocks (by roughly the same amount).  The stock is not expected to outperform, but will probably not do worse than the overall market either.
