I would suspect... that the men's political party is not paying attention or doing anything important (sleeping) while the women's party is putting up their own sign ( getting things done?) That would be my guess

Well I have a feeling that it has something to do with women in politics being a great idea (haha especially in afghanistan).

That women in Afghanistan do all the political work while the men sleep?  I don't know.

Its mocking the culture of the people depicted in it, as you can see the man sits and does nothing all day while they women work on burying their ideas

It's stating that the Political view of men in Afghanistan doesn't do much of anything, and depicting the women's political party in a hole references the fact that women's views, in that society, don't matter.  If they even have views, they are not voiced, which is why it shows them placing the sign in a hole and out of view.
