Can anyone tell me what this clause means?

"Each division, and every division, such division being two hundred square feet or greater in gross adjusted area, shall be furnished with and fixed with, or shall be caused to be furnished with and fixed with, facilities containing dedicated anthropogenic refuse discharge terminals to be utilized in an appropriate manner, and such terminals shall be capable of said utilization.

  1. Anthropogenic refuse is human waste.  This clause means that an area of 200 square feet or more needs to have a toilet, or device to discharge human waste.

Anthropogenic refuse discharge  facilities (toilets) are be built on every division that is two hundred square feet or more in size, if the land is not fit for building it will be developed so that anthropogenic refuse discharge facilities (toilets) be built on it.These toilets must be in a working condition.
