they said, "hes a hot dog, he cuts the mustard"

i understand the hot dog part obviously, but what does "he cuts the mustard" mean?

  3. To be able to perform a task, or measure up to a job.  

    Around 1900, "cut" began to be used as slang for "do" or "perform."  Mustard was, at that time, slang for "hot stuff."  

  4. "cuts the mustard" means he's good enough.  Meets expectations.
