  1. IT means please do not write to us asking for funding unless we first contact you and invite you(solicit a request)) to apply to us for funding.

I believe that would have to be what is called a joke!  An oxymoron, a conundrum, a play on words meant to  perplex the reader, O.K.?  Because the word "unsolicited" means "not requested" so therefore it is impossible to make an "unsolicited request".  Yet they went one step further into confusion by stating they don't accept unsolicited requests for funding!   Of course they don't.  They just confused the c**p out of you!!  That is what they were meaning to do!  Get it?

It looks like an incomplete quote.  Unsolicited basically means "un-asked-for."  This would modify "requests for funding", meaning, obviously, requests for money to fund something.  Probably the quote is something like "unsolicited requests for funding are unwelcome [or welcome]" or "we will reject all unsolicited requests for funding," and woudl come from an organization that provides a particular type of funding for a particular type or project and does not welcome unrelated projects' applications for funding.
