it means, someone that is talked about to much, if you think of Miley from Hannah Monana, you will know where i'm coming from, it like someone that don't do much for fame, but just get too much pubicity. like Paris Hillton.

You would not really say "people are over rated", but you could say "someone was over rated".  It would mean that you felt a little let down after meeting them, you were expecting them to be bigger or better, you are a little disappointed after meeting them.

I wouldn't use this in any situation and it means that peopl are old news or not cool any more.(anything along those lines)

i would use victoria beckham as an example, she gets far too much good publicity, when in actual fact, shes not all that special!! so shes OVER RATED
