What does this mean? : Let me write the songs of a nation and I care not who writes its laws. help please?

I don't know who said it or what that speaker meant, but to me it says, let me control the souls of the people, write their songs, set their values, and I then "own" them, or at least have set their destiny for what kind of people they are and will be - and that is more important and influential than their laws -

I guess the short form would be, give me their hearts and you can have their laws - I would have the greater control or influence over them.
